Location ON requirement

Why does it require Location Services ON when the app is suppose to be able to work OFFLINE? I purchased Chicago and since it requires Location ON, I went to Location services to try to turn it on but it it not listed under LOCATION SERVICES app list. So I simply toggled the actual Location services OFF/ON that would apply to ALL the app but no success of the app ever working. POS!
